NEWS: All Circuits Busy not from Missouri State University

Recent studies reveal that the "all circuits busy" audio message received by many users is not caused by all Missouri State University off-campus modems being busy.
Only users in specific exchanges are usually affected.  If you are affected, please provide feedback below!

November 4, 1998

First we'd like to thank all of our users who provided valuable feedback information as to modem busy issues.  We do not need further feedback at this time.  We have a large-scale testing arrangement set up for tomorrow night with Southwestern Bell regarding our trunking issues.  This extensive test should hopefully uncover the issues which are causing our trunk utilization problems.  At this point, we feel that SWBT probably has the capacity to handle our traffic between local offices, but we do not feel that they have correctly setup the trunk rotary options.

We have nine trunks (PRIs) coming into Missouri State University for a total of 207 modems active.  We have never seen more than about 184 modems actually in use which happens to be one trunk's worth shy of the total.  Starting on 10/28/98, the problem got worse and now we are only able to get about 161 modems active which happens to be two trunk's worth shy of the total.  Be sure to check back here over the next few days for current developments.


October 7, 1998

Current modem utilization statistics indicate that the off campus modem pool is not full (the on-campus pool does fill occasionally).  Many users are starting to report receiving an audible message stating that "all circuits are busy".  If the Missouri State University modem pool fills up, users should receive an actual busy signal.  The "all circuits are busy" message is probably being generated by the phone company because trunks between the 875 exchange and the user's exchange are full.  Other carriers may give a busy if their trunks are full, but Southwestern Bell Telephone should normally generate a voice message.

Southwestern Bell has been contacted and is investigating the problem, but requests more information from our users who are receiving this message.  If you ever get the message, please try to write down or record the entire message, especially the last part and report it to us using the form below.   This author has never heard the message, but it should say something similar to:

We're sorry, all circuits are busy.  Please hang up and try your call again later.  417 McDanial.

I tried calling at about and tried for about minutes before I finally .  This happens to me I try to dial into Missouri State University.  If I was able to connect, I checked out URL Number of Off Campus Modems In Use which indicated modems were currently in use.   (Look at "Current In Use" from the daily chart.)

I use AOL or other 875 numbers at the same time and I had problems.

The complete message I get is:  (If you can't hear the message, dial 875-6996 using a standard telephone - if you get a real busy signal, please say so.)
